Abstract: Islamic boarding schools or we call it pesantren nowadays pay full attention to the development of the English language which has become the main need of modern society in interacting and improving their quality. Pesantren which initially focused on the study of Islamic religion started its big step by adding and collaborating with general knowledge and language. One of pesantren in Lumajang applies washiyyatul mushthofa classical book learning using english translation, this implementation is to achieve one of the visions of holding this English area program, which is to produce students in pesantren who have English communication skills with content of Islamic religious values. After finding a uniqueness in learning English in this pesantren, the researcher continued to conduct a preliminary study to find out what and how the learning was carried out in the classroom. In this stage the researcher conducted an interview with one of the caregivers of the pesantren and found a finding that the learning was not equipped with textbooks that were focused on developing speaking skills based on the washiyyatul mushthofa classical book. Based on the temporary data obtained, it is clear that a solution of the problem is developing a material needed by students. Therefore, the research uses research and development methods that are oriented to the research model initiated by Adnan (2017), there are four stages carried out namely identifying the problems to be solved, developing the materials, validating to experts and try out. Needs analysis is done by giving a questionnaire to eight students of elementary class, then followed by interviews with three students consist of the highest, middle and lowest scores, hence the data on student needs is more valid and can be accepted by each student's ability level in the class. As for the results of the needs' analysis, it can be seen that students currently have speaking skills at the imitative skill stage and need more training to handle a nervousness. After validating to expert and try out to students, finally this product can be accepted and applied properly. As for the content in the textbook, it consists of steps to interpret the understanding of the contents of the book in Indonesian into English, stories containing Islamic values, and daily conversations that students often do, this is expected to be a supporter in assembling students' public speaking material. After carrying out a series of processes to get the best results from a product, it can be concluded that the results of this research indicate that emphasizing an English for Islamic materials requires a long process and one of them is using speaking supplement ray materials which are focused on vocabulary about the material and diction of the language of Islamic religious science. Suggestions for the use of this product are specifically for students who already have sufficient basic knowledge of Islamic religion and Arabic. Because some of the material in this book has a part that connects Arabic linguistic knowledge which is generally studied by students in learning the islamic classical book with English linguistics. Suggestions for further development are that the needs analysis is carried out more widely and the willingness and needs of students are more representative.
