Abstract
Problems in Pejambon village that are reasons for the writer to study this skripsi is : (1) Lack understanding of Pejambon community about Open Government Partnership (OGP) policy, (2) Existence of Open Government Partnership (OGP) policy indeed increases community participation in Pejambon Village but not on evaluation of development. (3) Pejambon Village Government has difficulty in mobilizing the community in infrastructure development. There are three problem statements on this skripsi : Firstly, about what are innovations of OGP policy to increase community participation on infrastructure development in Pejambon village. Secondly, how forms participation of Pejambon Village community on infrastructure development after OGP policy appears. Third, the influence from OGP's policy innovations against Pejambon village. This research aims to describe and analyse innovation from OGP policy and forms of community participation and innovation influence for Pejambon village. Benefit of this research is expected able to help Pejambon Village Government find solution of problem related to OGP policies and be useful for other village to advance communities participation. The theory used is the theory of innovation according to Rogers, theory of community participation according to Yadav and theory of infrastructure according to Grigg. The research methods used are descriptive with a qualitative approach. Focus of this research is transparency, partnership, forum for community participation activities, use technology as communication tools with Pejambon Village community, participation decision making , implementation of development, utilization of development results, and evaluation of development, level of community participation and succesfull infrastructure development.The techniques of data collection are done by observation, interviews and documentation. Research location in the Pejambon Village, Sumberrejo District, Bojonegoro Regency. The data analysis used is the Miles and Huberman models. The results shows that innovations from Open Government Partneship OGP policy have fulfilled the attribute of innovation according to Rogers, which is aspects of relative advantage, compatibility, complexity, triability, and observability. Then the form of community participation carried out by Pejambon Village community is participation decision making with join musrenbangdes, implementation of development with join mutual cooperation, utilization of development results, and development evaluation. OGP's influence on Pejambon village for the level of community participation in development is quite good and also many infrastructures are successfully built. OGP policy innovations carried out by Pejambon Village Government have succeeded in increasing community participation on infrastructure development. However, the village government still needs conduct socialization about OGP policy for Pejambon community and create a forum for community participation on development evaluation.
