Implementation of The Position and Authority of Customary Villages and Administrative Villages in The Enforcement of Law No. 6 Of 2014 in Panglipuran Customary Village, Kubu Subdistrict, Bangli Regency, Bali Province

Abstract
The Traditional Villages in Indonesia possess uniqueness and a variety of names that characterize their distinctiveness across different regions. Bali, in particular, exhibits cultural traits and customary practices in villages that greatly differ from those in other parts of Indonesia. These disparities are reflected in the significant role of traditional villages compared to the more modern administrative villages in Bali. However, differing perspectives arise regarding Law No. 6 of 2014, which establishes the status of territories and jurisdictional boundaries based on socio-historical reasons. The existence of this law has caused discomfort for traditional villages, with traditional leaders in Bali feeling unsettled. Debates emerge within the bureaucracy, and pros and cons arise regarding whether to register under administrative villages or traditional villages. For this research, a qualitative approach with a descriptive method is employed. Data collection involves observation, interviews, and documentation. Data analysis employs an interactive model as proposed by Miles and Huberman. The research findings indicate that the implementation of Law No. 6 of 2014, known as the Village Law, has significant impacts on traditional villages and administrative villages in Bali. Under this law, traditional villages in Bali play a crucial role in preserving local traditions and culture while integrating modern principles into resource management and village governance. The implementation of the law emphasizes community empowerment and participation in decision-making, granting greater authority to traditional village governments in managing natural resources while considering environmental sustainability and the needs of local communities. Meanwhile, administrative villages in Bali are also influenced by the law, providing greater autonomy in financial management, human resources, and local infrastructure development. Overall, the implementation of the law aims to strengthen local governance, enhance community welfare, and preserve cultural heritage and the environment. However, challenges in implementation include coordination between central and local governments and ensuring active community participation.
